Kafa'a Program for Building Public Policy Leaders

A long-term foundational training programme for new volunteers who want to work in public policy, democracy support, governance, and monitoring of transitional processes.

"Kafa'a" (Competency) is a long-term foundational training programme organised by Al-Magharibia Foundation for Public Policies & Democratic Endorsement. It targets new volunteers who want to work in public affairs, research, and community work — particularly in public policy, democracy support, governance, and monitoring of transitional processes.

The programme develops trainees' capacities and prepares them to contribute actively to the Foundation's research, outreach, and field activities. It is designed as a foundational entry point, after which trainees go on to join different departments inside the Foundation based on their interests, and undergo more specialised training.

Mission

To provide comprehensive foundational training for new volunteers that blends theoretical knowledge with practical application, enabling them to contribute to research and community activities and to accompany Libya's political and democratic transitions.

Vision

To build a new generation of young Libyans equipped with the competency and knowledge to work in public policy and democracy support, and to contribute to strengthening governance and active citizenship.

Theoretical training modules

  • Foundations of research for academic and executive use
  • Quantitative and qualitative data analysis
  • Foundations of public policy analysis and design
  • Conflict analysis

Practical training

  • Drafting and actually implementing a project proposal inside the Foundation
  • Designing and running a real M&E plan for a project
  • Writing interim and final project reports
  • Writing and publishing a research proposal on the Foundation's website
  • Writing a public policy paper addressing a real issue in Libya
  • Translating and summarising international reports
  • Analysing a real conflict case in Libya and writing a report on it

The first cohort ran from 5 April to 26 May 2025, in weekend sessions (Saturday–Monday).
